CUSTODY TRANSFER FLOW METERING WITH ULTRASONIC FLOW METERS

REGULATORY REQUIREMENTS
- STO Gazprom 5.37-2020 “Unified technical requirements to the equipment of natural gas flow and quantity metering units used in OJSC «Gazprom»”: The limits of acceptable relative accuracy or expanded measurement uncertainty of gas flow converted to standard conditions shall not exceed 1% for flow metering units, which are using for gas supply to a domestic consumer with gas consumption more than 20 000 standard m3/h.
- Federal Law № 261-FZ «On energy saving and improvement of energy efficiency and on amendments to certain legislative acts of the Russian Federation» in terms of requirements for ensuring utilities metering.
- Resolution of the Government of the Russian Federation «On the approval of the list of measurements related to the scope of state regulation of the unity of measurements» in terms of mandatory metrological requirements to measurements.
- Gas metering regulations approved by Order No. 961 of the Ministry of Energy of the Russian Federation dated by December, 30, in particular clause 3.9 prescribing the right of the gas supplier to determine gas consumption based on the design capacity of gas-consuming equipment in the case of absence or malfunction of measuring instruments and (or) technical systems and devices with measuring functions at the Consumer’s side.
REDUCING THE RISK OF UNCERTAINTY IN MEASUREMENT RESULTS
- Justification of investments in the creation of technical means of any metering systems is a complex task, from the point of view of both economic and operational logic.
- The economic effect of the implementation or modernization of commercial (and technical) metering systems can be correctly determined using the principle of reducing the risk of overpayments due to the uncertainty of measurement results.
- From a physical point of view, the risk of uncertainty of the measurement result consists in the possibility of obtaining the "worst" value of the measured gas consumption accepted for metering, relative to its true value, which has a negative impact on the financial result.
- To reduce the risk of uncertainty of measurement results with probable negative consequences for the consumer (the possibility of damage from overpayment), it is recommended to implement modern systems of technological metering of resources with minimal measurement error everywhere.
- At the same time, the risks of possible additional charges from the gas supplier for fuel consumed in previous periods are reduced when establishing the fact of incorrect operation of commercial measuring instruments and the meter readings going beyond the permissible limits of possible error.
